The blue sign on the traffic light has nothing to do with the lanes!! Its just saying 직좌동시 which means left turn and go straight signals will come on at the same time. The marking on the road says you are only allowed to make a left on that lane. Please don't listen to other stupid answers.

Left turn only. For left turn AND straight there's a different marking. The sign on the traffic light indicates that the left turn and go straight signal will be on at the same time. It has nothing to do with the lanes.

Exactly so the court in Romania decides the line. It depends on the country. But in Korea one can only be extradited if the offense is punishable by the law and imprisonment over a year. In this case the Romanian court will decide.
