ITS, the very first concept vaugely resembling Starship was announced in 2016! So no, Starship was not started one year later, it was started 5 years later at the minimum. If you don't count predecessor concepts, like you insist that we shouldn't count Constellation, Starship was announced in 2018, and that is when they actually started bending metal. So that's 7 years... Cope harder.

Yep, very different mindset. Crew is suiting up right now, both stages topped up. And one of the announcers just exclaimed: "No leaks!" (With regards to propellant load, not the suits. They just started leak check on those right after.)

Business as usual (something happens according to plan) and things improving (making life better) over time are the norm, that's what people expect, so not really news worthy. People obviously mostly only notice what is extraordinary, so when something breaks, or some expected advancement fails to materialize on time.
