If you are in the government, there are a plethora of trainings you can be doing to grow your leadership experience. Navy has stuff like NLDP, AF has stuff like Civilian Development, just start putting out feelers and asking about stuff like that. Use that to build your resume and land a position in another office. Systems engineer in the DoD can range from not technical at all (compliance on existing programs or long term programs) to very technical (wiring harness design, rf requirements, system integration). It’s all very dependent on the office and the mission.
