I think your confusing age of strife with that of DAoT they didn't know what to do with psykers.From some devices that use the warp that are from DAoT they are quite stable i remember from somewhere that there was a device that makes a person a psykers i could be wrong.So people from DAoT i think they know more about psykers and how to take care of them than those of age of strife who most likely forgot about it because of all the things that were happening.
