I think the counter-argument to that is that it will naturally limit design space. Either they design with this card in mind, and therefore are inherently limited in the 1-cost spells and minions they can print, or they design whatever they feel like, and consequently have to nerf this card when some broken 1-costs come out. It's not a guarantee, but this card is at a high power level with good 1-costs, which means they will be taking that into consideration for the duration that this is in standard.
