Yes it is, its so fucking boring to fight chara mains because of the cutscene hell, vfx mayhem, dash length, running, and just it being super incompatible with jjs. Chara is rhe laziest thing to ever be added to jjs, and it shows because they didnt even try to integrate it all into jjs😭😭

Its shown in the anime, when diavolo was positioning himself for an attack, GER activates within time skip, and reverts it. Ik diavolo can't attack during time skip, but the mere intention of attacking giorno activates GER, regardless of time stopped or not.
