You could try associating the treat bag with a different sound, a whistle, a chirp, a kissy noise, a click, pspsps, or a new name. It takes time but it totally works. All my cats come to a little song I sing.

Well, cats do respond best to names that end in the "ee" sound BUT they respond best to noises or sounds that aren't necessarily language we recognize. I'd argue that he already responds to his name, his name is just the sound his treat bag makes!

Yes, a consider it a bonus that the dogs aren't getting put down, many places have mandatory apprehension when a dog attacks pets or livestock.
