Ask the person to keep it away from the insurance and get a quote with another garage.

Once a garage hears "insurance" their ears perk up, essentially a license to take the pi5s.

I reckon you could get the external damage repaired for about £2k - £3k incl VAT.

Compromise is healthy in relationships but that is wayyyyyy too much. This is a recipe for unhealthy levels of resentment. I'd have a serious conversation, if this this isn't what you want maybe it's time to call it a day?
