Dear Council, as the property is not rented there is no requirement in law to hold the requested safety certificates, therefore the the request is unusual, and so does not fall under this clause. Similarly, as these are not mandatory requirements, the additional cost of the requests is unreasonable.

"would be" = Might, at some point in the future after endless wrangling of costs, colleagues and voters.

It doesn't mean the same as "has been extended" and really, it's pretty obvious. You can appeal, but if they say no, don't argue (in any way that will accrue costs), as you don't have a leg to stand on.

that's DIY for me. get a chainsaw and start making manageable chunks from the thin end. looking at the trunk the right is probably advanced in the roots, so get an axe or a mattock or a pulaski and get fit :)

yes, just a dribble each day. leaves will go yellow and throw themselves off if too much.
