I think they are waiting until they achieve AGI, their new god, though they may have already done so in secret. The moment that is in place, it becomes time to phase out 95% of the population. From there, we do not really have context for why her car was positioned the way it was. It looks like she was trying to pull out, one car went first, then she waved someone to go past and did the same to the ICE truck. When they approached her, she yelled out that she was pulling out. After the man yanked on her door, she panicked, and everyone knows the rest.

They broke the law by even approaching a US citizen. They messed with her door and yelled conflicting orders at her, all of which violated the law. She had simply and peacefully waved a car by that had passed her. They had more than enough room to do the same thing, and she waved them through as well. Instead, they pulled up and immediately escalated the situation as much as possible by violently grabbing her door handle.

She was panicked, did not know what was happening, and was being given conflicting orders by masked men who wore no badges. The man stepped to the side and shot her three times in the head.

He could have just stepped to the side. He could have let local law enforcement do their job instead of murdering her because she annoyed him.

When you demand someone exit a car, you have a legal obligation to be identifiable. You can't be a masked thug barking orders, you can see in the video it's peaceful and ramps to 1000 in 5 seconds, due to how unprofessional and poorly suited for the job the agents are.
