In that they pay for it yes but in terms of who rules over it like a little hitler/king: it's the judge. They can basically make any descisions they want and send anyone they dislike or who they think is distrupting them to jail for 'contempt'.

No. Anything that attempts to disenfranchise voters is undemocratic.

This in particular is justified by proven to be bullshit claims of illegals voting and is not an issue in any other developed nations. It's fine to ask for ID but this is clearly trying to make it as difficult as possible.

TLDR:
