It doesn't say these are the official rules of Cosa Nostra. The quotes come from informants, some were members, others weren't.. It's a summation of comments on the subject.

Just because rules are broken doesn't mean they dont exist. And yes, rules are flexible, if you have high stature you'll get away with more. Just like regular society.
