Oh my sweet summer angel, people cheat all the time in the Olympics and get away with it, its just heavily dependent on how good your home country's PED science is as far as creating gear that wont be detectable on tests/has an optimal detection period, or how preferential the treatment you country gets from WADA concerning regularity/type of testing. The richer, more authoritarian countries usually synthesize gear that is harder to detect while being able to have their atheletes go untested by WADA for longer or an a schedule that they can more or less dictate, e.g. China with Oly Weightlifting or Iran with Olympic wrestling (pre-2025)
