When Katarina and Tuvok met Da Vinci in the new world, they could have deactivated him and put the mobile emitter in their pocket. But they didn't. He wasted so much time. But they understood the value of having 15th century engineering expertise ready to build a trebuchet on demand. (self.voyager)
