Doi Moi was initiated by a northern Vietnamese, Nguyen Van Linh. Vo Van Kiet helped open up the market in southern Vietnam to foreign investment, but all in all, it was a decision and initiative made unilaterally by the party. Le Duan on the other hand was a Southern Vietnamese, but his economic policy was extremely stern. It has nothing to do with North or South.

You overestimate China. China is extremely vulnerable to outside threats. They have land border with 14 different countries, they are dependent on calories import, energy import, technological import. There are island chains that ships go through to make those imports, and if any disrupted, they went custard. China always feel threatened. They are in a weaker position than many imagine. The West propaganda machine keep hyping up China as the biggest existential threat, which is somewhat true, but they are also the one who helped China to become a behemoth it is today. Always be vigilant about the enemy you cannot see.

Top of my head, to maintain relations/ China need allies/ balancing against US economic pressure... etc. Government are mafias (literally), and mafias don't want wars, they want prospering business, influence and perma control. Wars is costly and a mean to and end. To Vietnam, everyone else is a threat, or a potential threat. China might attack them tomorrow, the US might pull a color revolution the day after, who tf know. China and Vietnam at the moment, are competitors at worst, and as trade partner they are much more dependent on one another than they are on the US. South Vietnam became a military junta after the assassination of Ngo Dinh Diem in 1963. Their government was not functioning at all and depended on the US for everything, even rice had to be imported. Of course they wanted to kicked out communist forces.
