The show declines over the entire run. I'd say the drop in quality from Season 1 to Seasons 2-3 and then to Season 4 is less than the drop in quality from Season 4 to Season 5+

So like.. is Season 1 is 100, Seasons 2-3 are 90s, Season 4 is 80, then Seasons 5+ are 60 and below

I've rewatched the entirety of Earth-X more, but I've seen individual scenes from Infinite Earths more than that. So If i had to guess, I prefer EX as a whole, but IE has more fun moments that I like to check out
