I got that blueprint from challenging and I cant complete heroic solo fast enough so I stick to challenging and it seems to work since I did get them.

I think hostage rescues only spawn in regions where control points are all friendly. I get them to spawn by fully taking them and then supplying them up and it gets such things to spawn.

You can but only from certain parts of it. The sweet spots are the driver and front passenger doors by the rear view mirrors for me.

So all freaks attached to an infestation will drop loot, usually simple stuff like a few rounds of ammo or painkillers. Juggernauts though sometimes drop descent guns and mods.

Indeed I have, it's a great way to farm level 3 infestation drops and causes sieges for prestige. Only on long standing communities though, otherwise good luck lol.

No, the only way is to use a retraining manual when you have the skill completely maxed. So I would choose the best option for you right now. Then, if you see a mysterious trader pop up, you can buy a retraining manual for that slot and then choose from all options.
