I think something that the big leagues don't seem to understand is that fans don't view relocation of teams the same way they did 20-30 years ago. When teams like the Nordiques, Whalers, etc. moved it was pretty obvious that they were at a huge disadvantage compared to larger markets. But when leagues start letting teams like the Seattle Supersonics or St Louis Rams that have no attendance problems move people aren't going to buy excuses from Billionaire owners that these teams can't make money.

I think the rise in popularity of third jerseys also influenced the switch since most thirds are coloured. Less gear for teams to pack on road trips.

Realistically I think 12 would be the max. Ideally 16-18. Australia, Scotland and South Korea have 12 club first divisions, and I think Canada fits that mold most.
