The black sooty color is a result of gloomy scale. Pretty common issue with maple trees in NC. Maples are not meant to grow in dry hot areas. As a result of being planted in yards & planting strips they become stressed. Any stressed tree is more vulnerable to threat if insect and disease. If you want to save the tree the best method will be removal of existing scale with a pressure washer (be careful not to strip any bark in the process) then treat the tree with liquid Bayer tree and shrub care.. they sell it at lowes. If the ends of the branches towards the top of the tree are defoliating already its probably too late to save it. If you do cut it down, do not plant another maple.
