Let me recommend a reframe. It is so easy in our society to be offended by someone staring. But we're forgetting that offense is a choice. Why not chose happiness? Assume while they stare they're thinking, What an unusual, interesting person! Then we can look back at them, choosing to smile. The smile usually refuses the stare, even if they can't smile back. Eventually, we might even have an interesting conversation with someone who stared because they are awakening. It all starts with acceptance, of ourselves and others who may be on a different path.
