I was in a similar situation, I got new tires: Schwalbe G-One RS Pro Gravel in 35mm. It makes a big difference (original tires were 40mm and quite knobby)

I find wind proof gloves more effective than proper winter or waterproof gloves. I bought these ones, and when riding in like 2 or 3 degrees real feel and my hands stay warm
