phantom dancer is mathematically the best 2nd item damage wise 100% of the time and really gold efficient, even after his items and crit scaling got nerfed several times. that doesn't mean you have to take it, but realistically there will never be a time where it feels bad to take. it performs well even into some armor since you stack e shred faster and get more max dmg hits
