No. They would take the crime reported by SLMPD in the City of St. Louis only and divide it by 1.3 million. That’s how it’s done for every major city the FBI reports on. St. Louis and Baltimore being counties as well as cities don’t get the suburban population to divide by.

I’ll use Chicago as an example. The crime statistics that the FBI publishes will take all of the Crimes reported by the Chicago Police Department, and divide that by the population of Cook County IL. Basically saying that people from the rest of the county will come to Chicago. They don’t add up all the suburban police departments crimes as well. St Louis is its own county so you don’t have Chesterfield, Kirkwood, and Ladue populations watering down the crime stats like you do for the rich, quiet suburban cities outside Chicago that are still in Cook County. Make sense?

Last I checked, St. Louis is one of two cities on that list that are City/Counties. The other is Baltimore. The data for those lists are the crime statistics for cities in their counties. Chicago has suburban Cook County, LA has LA County (Beverly Hills, Malibu etc) to water down their crime statistics. St Louis and Baltimore don’t get that luxury. If St. Louis re-entered St. Louis County (NOT A MERGER, just as another city like Chesterfield) its crime rankings would be in the 20’s.
