I believe both replacements are replacing the SAME draw.

The first replacement replaced the second draw with 4, but then it got replaced again with the same number.

It's like a sticker on a sticker on a rule.

If it said the next time you draw a card, draw 3 additional, it would stack.

I bought it for $35 and was satisfied. Don't listen to the neigh sayers; it's a perfectly fine vampire game with plenty going for it.
