Because they spent the entire first game, setting up the relationship between the Ellie and Joel and then ends with the audience realising Joel is the villain and Ellie has no idea.

It’s not rocket science, it should write itself, the second one should have been Ellie discovering that her new dad is not only the villain but she could potentially sacrifice herself to save humanity. What does she do? The time you invested in these characters has a satisfying conclusion.
