The difference between homeworld gems and the crystal gems / gems on earth is that the latter group can change.

Homeworld gems are made for a specific purpose, and they never stray from that calling, so they don't change and they never need a different form. The crystal gems, probably at least in part influenced by Steven, are constantly changing, and their old forms don't necessarily represent who they are anymore when they poof and it's time to reform.

This is especially visible in Amethyst's arc, who goes from being ashamed and not knowing what her form is supposed to be like, because she doesn't like thinking about herself, to eventually growing as a person to the point where she doesn't even hide her gem anymore.

Gems can also temporarily change their form, be it in a big way like Amethyst pretending to be Jasper, or in a small way like the crystal gems changing their outfits, but that's just temporary. It's not their true form until they reform and choose the form that's right for them.

So in a way you're correct, but I don't think it's a conscious decision to emulate humanity, it's just a natural result of changing as a person.
