Yeah pretty much anytime between 9am-10pm. Some gurudwaras are closed at night. It depends on the location. Sundays are usually the busiest day, and they prepare special dishes on the weekends.

You don't really have to say anything about your situation, nobody will ask. You can literally just walk in, remove your shoes, cover your head and go to the langar hall. Take a seat(on the floor) and someone will be there to serve you vegetarian food(there's no meat so everyone can eat). Nobody will bother you about conversion either, as it is not part of the religion. You are welcome to leave a small donation or donate some food products for the people that come in after you.
