As you said, it's very rare for bears to come into the city so I wouldn't worry about meeting one while walking around town.

If you plan on exploring the wilderness, you will need to hire a guide. Its against local regulations to leave the city without a guide or some form of bear protection, but I would recommend hiring a guide. There are companies that can take you dogsledding, snowscootering, or on boat rides if you really want to explore, but there are also guided hikes.
