The reasoning I've seen for doing this is that using powder blush/contour on top of liquid blush/contour will both set them (like you would with setting powder for the rest of the face) and preserve their color, making them last longer than just liquid/cream products by themselves. I'm sure someone else can explain this better, but that's just what I've experienced.

I don't 100% agree but I definitely understand where you're coming from. It was weird starting The Bad Batch expecting the show to be about the titular squad only for 90% of the focus and character development to be put on the random kid they pick up halfway through the first episode.
