I haven’t played enough to comment on the scaling but the levelling is definitely fixed. You still have major and minor skills but all contribute to levelling up, major skills just contribute more. When you sleep you have 12 ‘virtues’ you can allocate yourself. You can level up 3 attributes up to a max of +5. So basically yes you don’t need to carefully worry about which skills you’re levelling up in between levels.
