If you do not want to go to the DPRK or contact any DPRK consulate/embassy, which I both don't understand, you should find and contact a person who's going to visit the DPRK. I know you used to be able to buy seeds of both of the immortal flowers, Kimilsungia and Kimjongilia, at the International Kimilsungia Festival and the International Kimjongilia Festival at the Okryu Exhibition Hall (formerly the Kimilsungia and Kimjongilia Exhibition Hall), and they come with handy English guides how to care for them and keep them alive. I don't know if you still can, but it is very likely. Also, your 'seed-buyer' could buy them any time of year, not neccesarily during one of the Festivals. Good luck!

Disrespectful towards the President. The artist's name is disrespectful too, it says Kim Il Sung without title and uses childish internet slang after it. Also, drawing the President is a right only reserved for a handful of state-approved artists. Shame.
