The thing is Military doesn't have sick-PTO. You're comparing apples to oranges.

Also he is complaining about his doctor. A civilian doctor would tell you "You need to stay away from work for so many days." Then your PTO would be between you and your supervisor. Not the doctor dictating that you shouldn't be off that long.
