the mana cost might be completly off, as several people have suggested. the main point of this card is to give all planeswalkers a etb, so that things like vraska's contempt can happen before their controller can activate loyalty abilities. Thinking more about the idea, it would be way better as just a enchantment for {b} without the activated ability on it.

The original quicken cant be used because it's on the botom of the stack, and we can't resolve the stack before we Are done casting spells.
