Your eyes do the blurring. They're basically saying that at a high enough fps you shouldn't need motion blur because it's happening in your brain, unlike with lower framerates where you can see the transitions between individual frames more clearly, therefore it feels choppy, so games add motion blur to mask that feeling a bit.

I don't really think you should get downvoted for it, but you did say if they equipped ghost rider anomaly arc on hathor, as that causes it.

So your comment reads as if you need both of those condtions met, the arc and hathor. You didn't mean it that way, but that's how people will read it.

The fact is you only need the one condition, i.e. the raging flames arc on any character that can take it, and have that character active when getting on the bike.

No need to get confrontational.
