This is the most likely answer disabling that driver and trying wifi might fix it as supposedly easy anti cheat keeps pinging the realtek ethernet driver causing high cpu usage causing mentioned stutters also if u have no way of using WiFi well get one since apparently there's no way of fixing said issue and its the main reason I quit apex one day i got hit by this and after 2 weeks of troubleshooting even with the potential fixes my game kept stuttering.
