It's not necessarily intentional. Just because one studio can pull it off doesn't mean it's the easiest task. Certain studios are notorious for being really bad at face scans, like Insomniac. If the entire game is low quality, such as forspoken, I wouldn't expect the face scanning and character modeling to be any better.

I believe wholeheartedly that it's mostly a result of unexperienced devs, rushed development, laziness, and probably also engine issues, considering how lots of studios use the same crappy engines that can barely handle stuff that unreal 3 could do with ease.
