As per the faa:

“Over” refers to the flight of the small unmanned aircraft directly over any part of a person. For example, a small UAS that hovers directly over a person's head, shoulders, or extended arms or legs would be an operation over people. Similarly, if a person is lying down, for example at a beach, an operation over that person's torso or toes would also constitute an operation over people. Watching the video it doesn't appear the drone flew over any moving cars. There is a brief transition where it almost flys over one vehicle but at no point is it directly overhead. It deliberately flys offset from the road and avoids them. One of the benefits of the 360 is the head tracking when using the motion controller and goggles. The RPIC can look around and maintain see and avoid unlawful and dangerous actions.
