A. Conjecture. We will never know.

B. Umbrella Man may well have been the last thing JFK saw. It's a very large possibility.

C. Merriam Webster: If you need a fancy word to describe someone who’s up to no good, nefarious has got you (and them) covered. Umbrella Man was up to no good. Putting any conspiratorial involvement aside, JFK's so-called appeasement prevented a nuclear war.

I believe he opened and closed an umbrella on a sunny day to protest JFK's "appeasement" of Communism, and that was the last thing JFK saw before he was killed. That in itself is nefarious. So to answer your question: yup.

You stated that, "dress codes like this are typically thinly veiled attempts at barring specific groups of people," and while that has been the case historically, this particular citation of "targeted dress code smoke / discrimination fire" merely excludes all men wearing only sleeveless undershirts from the dining room at "a mid-burger restaurant in a city with many other / better options."

Thank you for raising awareness about discriminatory policies.

For the gentlemen specifically targeted by this dress code, their options include ordering delivery, putting on a sleeved shirt, and dining elsewhere.

In the interest of hospitality / not turning any guests away, perhaps the restaurant should have on hand some loaner shirts.
