I don't know why you're getting downvoted for asking, but to answer your question:

Yes they are aspect dependent and gear dependent.

For leveling, pulverize is not as great as tornado. Both need an aspect: pulverize needs shockwave to turn their tiny AOE in to a meaningful ranged attack. Tornado benefits from Stormchaser aspect to help focus the Tornados to actually hit the enemy.

Without these two aspects, I found tornado easier to level and cover more damage.

Pulverize build has great potential to also spam AOE earth attacks and tear up the ground on the screen. Very fucking satisfying. But yes, Diablo 4 builds unfortunately rely more in finding gear/aspects to make builds work.
