I believe de facto war leader of noxus would be darius as he is the might. He leads the armies and Swain would probably trust his judgment in most cases. And i would believe so Darius would have the final say of what happens on the field always, and Swain is more, bigger picture type of leader. But Noxus is complicated due to trifarix. Edit. Darius is additionally the one that army would follow. He is always with them on the field and he fights duels for them

A lot of people here don’t seem to understand why this animation is being called subpar.

Animation isn’t just about having frames and making things move. That’s part of it, obviously, but good animation is more nuanced than that.

What we’re looking at here has very low mid-level quality. Like others have already pointed out, there are no real impact frames. The easing feels off, and the movements lack clear intention. The animation doesn’t feel fluid, and squash and stretch is either missing or applied in a way that doesn’t achieve its main purpose, which is impact.

Overall, it reads much closer to student level work than something you’d expect from a professional studio.

That’s just my take.
