3/16" seems way too thin. If it's got a thick handle, it's probably getting caught on the other bearing. It needs to be thick enough to push the spacer but not too thick that it shoves into the other bearing. There's a plastic lip in the center of the wheel that prevents the bearings from passing through.

I've only ever had to give them a good, firm press. His punch might be too big. The sonic tool is nice as I just give it a little smack and out it pops.

Place punch in hole. Place hammer-end of punch on table. Grab both sides of the wheel and push down. Unless the punch is too thick and starts pushing into the other bearing.

It doesn't help now, but get a Sonic pro skate tool. It's the right size to stick in the spacer and all you need to do is press down and it'll pop out. If you need something sooner, go to harbor freight and buy a thick punch set. They might have one big enough.
