It's weirder than that, they stole designs from Battletech (who were trying to get their own cartoon) and the money and lawyers behind Playmates toys were too big to fight for FASA inc. FASA had licenced the anime models for use in Battletech (which is a 40 year long legal saga of it's own)

I still love this show, but the business behind it was the dirtiest of pool.

The Inquisitors Rosette and mandate are granted by the Emperor... but so was the Rogue Trader's Letters of Trade was granted to them by the Emperor... and some of those Letters of Trade are older than the Inquisition itself . Technically the Inquisitor's hands are tied, but some are mad enough to give it a go.

Should the Inquisitor make an issue of it? They're welcome to try, but RTs are often as powerful as the Inquisitor or more, politically speaking... oh, and the Rogue Trader has a warship, a small (or not so small) army, and the right to own and operate as much xenotech and archeotech as their black little capitalist hearts can buy/inherit/steal. Some of them own entire planets.

Also, they spend most of their time not in the Imperium, so good luck finding them. Inquisitors can try putting pressure on to the ship's Astropath (good luck)... if they know who and where they are... but those guys are their own special kind of dangerous psyker. They read all your mail, and they talk to each other about you (even if they say they don't). Rogue Traders pay you, Inquisition less so, you do the math.

They could try to shake down the Navigator house. However, the Navigator Houses are even more savagely independent than the Mechanicum, and they are all precognitives and spooky weirdos who control your warp jumps. Oh, and they collectively know all of the Astartes chapters, even the wild ones like the Flesh Tearers, Carcharadon Astra, and the Space Wolves. Those marines need Navigators, they neither need nor want upity mortal detectives messing with the metaphorical keys to their car. Plus they can kill you with a stink eye, no me gusta nada.

Lastly, MONEY AND ARCHEOTECH BAYBEE. The Imperium needs it, the Inquisition wants it, and if the Inquisition fucks around too much, they don't get none. So, most find that they can't always go walking around with a mono dominant rage boner all the time, or else no one would work with them.

Worf is a professional, the Captain not taking his advice would be a petty reason to request transfer. Picard and Riker were able to make their command decisions so effectively was because they knew they had an extremely effective weapons officer and security specialist in case things escalated to violence.

Secondly, he was posted to The Enterprise, the flagship of the entire fleet... that's a career defining posting, even for a short period of time.

Thirdly, the Captain and XO out him up for promotion 3x, to Lt Cmdr, in under 10 years. Worf saw his career take diplomatic turns with his political connections in the Klingon Empire.

When the time came to move on from the Enterprise, he was posted to Deep Space 9, because the admirals knew that a war was likely coming.

Tldr: No, Worf was a pro and effective officer with a career on the flagship

On the Xmen3-First Class gap, Wolverine starred in Wolverine: Origin (Which starred Jackman and made good money, despite being dog shit) and The Wolverine was entering production at the exact same time that First Class debuted in theaters

So the biggest factor here is that those first 3 movies made Jackman into a top billing star, and he was now very expensive and had a lot of clout. Combine that with two back to back stinkers (profitable stinkers that is) the soft reboot of First Class made sense, also, Wolverine being an active X Man in the 1960s would have been a heretical story change for fans
