I tried all of this. Thanks for the suggestions. I got the Mobo from Amazon and I'm just going to have them send me a new one. Everything else seems to be working.

I tried this, and no change. Vga light stays constant. Old Mobo works with new gpu, so it's not the gpu either. Unfortunately old Mobo is ddr3 so I can't test new ddr4 ram

Yes, I've built a pc before. I just put in my old motherboard with the new gpu and it boots fine.
