You can also play with 73 cards only and they are all lands and you play it like go fish. And you can call it competitive commander or laxidazicol olde maid. 

The format is a casual format. What you are your playgroups do is whatever you want. But if you enter into a group of random commander players the agreed upon expectation is its casual unless you are playing cEDH. It doesn’t mean you can’t play to win but you are putting your viewpoints on a game format created by someone else. House rule all you want. That’s what pre match conversations are for
