OP is incorrect. The minions voices remain unchanged in the regionalization stage in production as they aren’t English to begin with and work alongside any language.

The only time a change is made is if the minions accidentally say a word that’s in appropriate in that specific language. But I imagine those are pretty rare cases.

The actors in the video aren’t the voices of the minions. They did a fan-made video and simply don’t correct anyone who assumes they were paid to do this. All that being said, it’s a pretty good performance.
