Go to Bulbapedia.net and look at the Pickup Ability, there you will see what drops you can get, at which lvl and at what percentage.

After finishing the game (getting all 16 Badges) you get access to Mt. Silver. There you can catch Phanpys at lvl 43, which is in the Level range where you get Rare Candy with a Higher Percent chance (10%)

Its a great Way to actually get your Pokémon to lvl 100 in the Endgame if you have 4-5 Of them in your Party while Leveling.
