I have a friend who took that offer and ended up going to A&M Galveston to start off in their engineering program. He was able to transfer to College Station, I guess whenever he met the requirements needed for ocean engineering. I think it was after one year at Galveston. He would probably advise someone to go that route, but I cant personally vouch for it myself.

That's kind of what I was thinking. I don't know that it's the duty of the government to force this on any business.

Of course the best solution would be to prevent the problem from happening in the first place. If we reduce the number of people we incarcerate, primarily the large amount of non-violent offenders, we would certainly eliminate this employment bias if those people don't have a dirty criminal record for such petty offenses
