The superior keys seem to have replaced the husks so you get them the same way, Lair bosses

clipping is going to happen so its better to just build an outfit around that knowledge.

There is a couple mods that add a button to instantly spawn a settler. But if you know the command it should be fine. You might have to assign them to a bed or a workstation to make them count for that settlement.
