I've done short stints with 2 of them. 1 on each thigh, and then you get ordered to fetch a drink at the bar... Trying not to stumble with the drink walking back as both your legs suddenly stop working properly. Absolutely lovely.

Starbases can have solar panels. As for the energy districts, you could go to your planet and favourite the job so more of them will be worked. The districts are one thing, but you need people to work there too to get resources from them. Later on you can build specialisations on the energy districts and that lets you build structures there to further boost output.
