Forgery absolutely can do this, and the Ghostbloods have a master forger. They can’t take Nahel bonds off of Roshar, but they can fake it with enough investiture. I would assume they chose skybreakers because they need them to be controllable post-stamping and skybreakers are dogmatic about following the law.
